Saint Lucia Downgraded in 2025 U.S. Trafficking in Persons Report; Police Outline Strengthened Measures

aint Lucia has been downgraded in the 2025 U.S. Department of State’s Trafficking in Persons (TIP) Report, prompting renewed focus on combating human trafficking across the island.

Assistant Commissioner of Police, Dr. Mashama Sealy, confirmed the report’s findings while highlighting the government’s ongoing efforts.

“The report further indicated that significant efforts included conducting awareness campaigns, initiating the repatriation process for two Saint Lucian victims, and implementing the 2023 to 2026 National Action Plan. While this ranking acknowledges that we are not yet where we aspire to be, it also confirms the significant progress we are making and our determination to meet international standards,” she stated.

Dr. Sealy noted that current investigations include an active trafficking report, and a new project is being planned to educate youth in schools about the risks and realities of human trafficking.

Emphasizing the importance of partnerships, she added, “The Royal Saint Lucia Police Force cannot combat trafficking in isolation. We rely on strong collaboration with local NGOs, the Department of Gender Relations, immigration, labor officials, the Ministry of Health, and other allies.”

The announcement comes as the government reiterates its commitment to strengthening investigations, enhancing victim protection, and fostering regional cooperation to address human trafficking and align with global standards.
