Integrity Commission Outlines Constitutional Role and Powers

he Integrity Commission of Saint Lucia has reaffirmed its mandate to promote accountability and good governance, explaining its constitutional basis and functions during the latest episode of Issues and Answers.

Established under Section 118 of the Constitution of Saint Lucia, the Commission is empowered by the Integrity in Public Life Act to monitor the conduct of public officials, ensure compliance with statutory requirements, and investigate potential breaches.

Commission member Sylma Boyce-Finisterre explained that the body plays a central role in upholding transparency.

It mandates the Commission to ascertain that public servants comply with the requirements under the Act. The Commission ensures conduct by public servants, and also to ensure that they are accountable for their actions and their decisions. The Commission is entitled to investigate any breaches of what is mandated by the Act,” she stated.

She further noted that in cases of non-compliance or alleged acts of corruption, the Commission is empowered to pursue offenders through referrals to the Public Service Commission or the Director of Public Prosecutions, depending on the severity of the matter.

Fellow member Reverend David Popo highlighted the persistent challenge of public misinformation regarding the Commission’s powers.

We hear people say that they call a particular talk show and there is an allegation of corruption by a minister or a public servant, but that is just hearsay. The Commission under the Act cannot take any action unless, for example, you have a written allegation and you have some level of evidence. Thereafter, the Commission can say, okay, let us investigate,” Popo explained.

He recalled efforts made between 2010 and 2015 to sensitise the public, including jingles and workshops, and stressed the need for continued education to counter disinformation about the Commission’s role.

The Integrity Commission remains an independent constitutional body tasked with preserving integrity in public life, ensuring accountability, and strengthening citizens’ confidence in governance.
