The Government of Saint Lucia is set to roll out a landmark Universal Early Childhood Education Policy, delivering on one of its most ambitious education promises to date. The initiative, spearheaded by the Ministry of Education under the leadership of Hon. Shawn Edward, will ensure that every child eligible for early childhood education receives access free of cost, marking a major stride toward educational equity and national development.
Minister Edward announced the forthcoming policy as part of what he described as the Pierre Administration’s “transformative and people-centered approach” to governance, one that places education at the heart of Saint Lucia’s progress.
“We currently enjoy universal primary and secondary education in Saint Lucia,” Edward said. “Now, we are finalizing a policy that will guarantee universal early childhood education, ensuring that every child eligible to attend an early childhood center will be accommodated. The Government will meet the cost of that child’s care and education.”
The Minister emphasized that the initiative is part of a broader national vision to create equal opportunities for all Saint Lucian children, regardless of their socioeconomic background. He described the program as a crucial investment in human capital that will strengthen families, uplift communities, and prepare the next generation for lifelong success.
Edward expressed gratitude to Prime Minister Hon. Philip J. Pierre and his Cabinet colleagues for what he called their “unwavering commitment” to education. He also acknowledged the collaboration of the Saint Lucia Teachers Union, the National Principals Association, the Royal Saint Lucia Police Force, and private sector partners who continue to play a pivotal role in supporting education reform and development.
Government Doubles Down on Student Support
In addition to the early childhood education initiative, the government has also doubled its financial support for CXC examinations, extending relief to hundreds of parents during a critical time of the school year.
Last year, the administration covered two subjects, Mathematics and English Language, for every Form Five student in public secondary schools. This year, that support has increased to four subjects, including one science and one foreign language, reflecting the government’s focus on producing globally competitive and well-rounded graduates.
“This policy is about opening doors…we are not just preparing students for the world of work—we are preparing them to be global citizens. We want every Saint Lucian child to be able to compete and succeed anywhere in the world without being disadvantaged.”
The Minister noted that schools across the island have already received funding to address facility needs and prepare for the new education cycle. He said this ongoing investment demonstrates the government’s dedication to improving both access and quality across the education system.
Edward concluded his remarks by praising the collaborative spirit among educators, parents, and communities, adding that Saint Lucia’s education sector is “stronger than ever” thanks to decisive leadership and shared vision.
“We are doing well in the realm of education,” he said. “And for that, I must again thank all stakeholders, and especially the Prime Minister, for his leadership, foresight, and unwavering belief in the power of education to transform lives.”
As the Pierre Administration continues to prioritize education reform, this latest initiative positions Saint Lucia as a regional leader in ensuring that from preschool to graduation, no child is left behind.
