Reports indicate that the 15-year-old escaped the confines of the rehabilitative centre on the day he killed Alexis.
Minister-In-Charge of the Centre, Hon. Joachim Henry, later announced a management audit of the institution. Following that audit, he further announced that the government will be relocating the Centre to the now defunct George Charles Secondary Charles in Cul de Sac. Henry says major management and operational changes will be taken.
“We have two sets of wards that we cater for - those who are in conflict with the law as well as those who are there for care and protection. Currently, the design of the Boys’ Training Centre is not good. The design doesn’t account for the two types of wards so there’s a contamination of wards in terms of dealing with issues. The new design needs to speak to that in very specific terms,” the Minister disclosed.
Despite the criticisms levelled at the BTC, the institution is not without its merits. Former and present wards of the Centre have excelled in traditional and alternative sports, as well as skills-based trades.
At present, the Minister disclosed, the site is being maintained so as to prevent infrastructural degradation.
“We want to ensure there are no gaps in the processes involved in caring for our boys. We are going to clean the George Charles Secondary School very quickly to maintain it in proper order. There should be a new head of the BTC shortly and we are looking at the whole structure of all juvenile centres,” he explained.
Henry says consultations for the new design and management structure of the juvenile rehabilitation centre includes all stakeholders.
“Since Cabinet has set up the technical committee, there’s been one important meeting with the architect…That technical committee is very broad and all critical stakeholders are represented.”
