Saint Lucians to Benefit from Prepaid Electricity Come 2024

quity Minister Hon. Joachim Henry has announced that prepaid electricity will be introduced in 2024 for the vulnerable populations in Saint Lucia.

Currently, customers are under a postpaid regime, which follows a “pay as you use” system. The Minister has been on record stating that a postpaid method does not benefit the poor and less fortunate. Henry was pleased to make this announcement after discussions with the Saint Lucia Electricity Services Limited (LUCELEC).

In 2024, we will see the rollout of the prepaid electricity platform for vulnerable populations that will discontinue disconnection in the way that it is being done. That is one of the benefits of a [prepaid system],” Henry said.

The Minister says this initiative forms part of the Labour Government’s pro-poor policies. He encourages other utility providers to join LUCELEC.

Certainly, if we can consume less, then it’s better for us and is a pro-poor approach to utilising services. I hope thereafter it’s not only LUCELEC that will move in that direction but other service providers.”

Henry says he is confident prepaid utility bills will foster discipline among Saint Lucians. Said Henry, “Let’s watch how persons use postpaid as opposed to prepaid bills. Those who use prepaid have a lot more discipline in terms of how they manage their phones, as opposed to postpaid. If you put $50.00 because you know that’s what you’ll be using for the week, then you can [balance]. You will pay attention to how you consume.”

Henry says further details will be provided once the rollout is finalised.
