CIP Due Diligence “Rigourous” as Rumours of Regional Corruption Spreads

oncerns deepen about the Citizenship by Investment Programmes as a Saint Kitts-based company, MSR Media, also an actor in the Citizen Investment Programme, hopes to take legal action against Caribbean Galaxy Real Estate.

Caribbean Galaxy Real Estate is a CIP investor in both Saint Kitts and Saint Lucia and is currently constructing the Cannelles Resort in Vieux Fort.

MSR Media alleges that Caribbean Galaxy is “underselling” CIP packages in Saint Lucia and Saint Kitts and alleges that “corruption” is fraught in the programmes in the region.

The managers of MSR Media, in a press release, invited Saint Lucia’s CIP officials for a meeting in Washington, D.C to review the “evidence” they have gathered.

Prime Minister Pierre, however, remains adamant that Saint Lucia will not be dragged into the private legal affairs of the two companies.

As it relates to the country’s CIP, upon his return from Brussels, the Prime Minister reminds Saint Lucians that “its due diligence was never in question. We have the most rigorous process of all.”

While concerns have been raised regarding Saint Lucia not signing a Memorandum of Agreement among four other CIP-practising OECS countries, the Prime Minister reaffirmed that the government believes a unified approach in the region is crucial.

I believe that the best way to do so is through collective and coordinated regional action. As it relates to the Citizenship by Investment Programme [CIP], Saint Lucia is fully supportive of the agreement signed by the OECS CIP countries. In fact, we have implemented all but one provision. Some of the provisions are already provided for by the laws of Saint Lucia.”

However, Saint Lucia did not sign the MOA as the government could not contractually increase the price of its CIP immediately.

On the matter of pricing, we have contractual arrangements in place which will have to be observed or the government will face potential legal action. We hope to sign the Memorandum of Agreement once it becomes possible. I have a responsibility to protect our mission of ‘Putting People First.’”

The 2024 Henley and Partners CIP Index ranks Saint Lucia’s programme as the third best in the world.
